Lithuania, officially the Republic of Lithuania, is a country in the Baltic region of Europe. It is one of three Baltic states and lies on the eastern shore of the Baltic Sea, bordered by Latvia to the north, Belarus to the east and south, Poland to the south, and the Russian semi-exclave of Kaliningrad Oblast to the southwest, with a maritime border with Sweden to the west. Lithuania covers an area of 65,300 km2 (25,200 sq mi), and has a population of 2.9 million. Its capital and largest city is Vilnius; other major cities include Kaunas, Klaipėda, Šiauliai and Panevėžys. Lithuanians are the titular nation, belong to the ethnolinguistic group of Balts, and speak Lithuanian.

“Super Intelligence Force” : ce que la Maison-Blanche attend de cette task force sur l’IA
L’administration Trump a accordé à la “Super Intelligence Force” une grande latitude pour déterminer comment le secteur de la tech et le gouvernement fédéral devraient répondre aux menaces que fait peser l’évolution rapide de l’IA sur la sécurité nationale et les libertés publiques, selon une charte obtenue par POLITICO. Trois personnes au fait des discussions concernant cette task force ont confirmé l’authenticité du document. Ces personnes s’expriment sous couvert d’anonymat afin de pouvoir partager des informations qui n’ont pas encore été rendues publiques. La task force devra définir des “mesures pour améliorer la capacité à la fois du gouvernement et du secteur privé face à se préparer et à répondre aux menaces pesant sur le territoire national et le peuple américain”, précise la charte. Elle rédigera également un rapport sur les risques liés à l’IA, en mettant l’accent sur “les menaces potentielles pour les libertés civiles”, la cybersécurité, les normes applicables aux modèles avancés et les conséquences d’une éventuelle surréglementation. Le Wall Street Journal a été le premier à révéler les détails de cette charte. La Silicon Valley et le Capitole ont tous deux été pris au dépourvu par l’annonce faite par Donald Trump concernant la création de cette task force. Quatre représentants du secteur de la tech ont en effet assuré à POLITICO que peu de personnes au sein de la filière en avaient été informées avant la publication du post du président américain sur les réseaux sociaux. Donald Trump préfère parler de “superintelligence” plutôt que d’intelligence artificielle. La création de cette task force intervient alors que de grands laboratoires spécialisés dans l’IA, comme Anthropic et OpenAI, ont révélé une série d’incidents de cybersécurité liés à de nouveaux modèles dotés de capacités de piratage avancées, poussant des leaders du secteur et des parlementaires à réclamer un éventuel ralentissement du développement de cette technologie. Le directeur du renseignement national, Jay Clayton, dirigera cette task force dans le cadre de ses nouvelles fonctions de référent IA de l’administration, aux côtés du sous-secrétaire à la Défense, Emil Michael, du directeur de l’Office of Personnel Management, Scott Kupor, et du président de la Commission fédérale du commerce, Andrew Ferguson, qui occuperont les fonctions de vice-présidents. Le groupe sera composé notamment de responsables d’administrations fédérales, par exemple de la NSA (l’agence de renseignements électroniques) ou du ministère de la Santé et des Services sociaux. La task force sera en place pendant cent vingt jours, mais ses activités pourront être prolongées — ou ses missions transférées à un autre organisme public — sur décision de Susie Wiles, selon la charte. Plus d’opportunités, mais aussi plus de risques Toujours d’après le document, la task force mènera des travaux portant sur les services financiers, les infrastructures énergétiques, les transports, l’agriculture et les services d’urgence, et collaborera avec le Pentagone, le ministère de la Justice, le ministère de la Sécurité intérieure et la Commission fédérale du commerce afin de formuler ses recommandations. La charte met également en avant deux domaines à risque qui font l’objet d’une attention accrue depuis quelques mois : la biosécurité et les menaces pesant sur l’approvisionnement en eau. OpenAI a récemment apporté son soutien à une série de projets de loi visant à empêcher les modèles d’IA d’aggraver la menace que représentent les armes biologiques. De son côté, son concurrent Anthropic a révélé plusieurs incidents au cours desquels ses modèles ont été utilisés par des scientifiques de pays étrangers pour mener des recherches sur des agents pathogènes dangereux. L’administration Trump a également lancé en août un programme visant à protéger les infrastructures hydrauliques américaines vulnérables contre les menaces liées à la cybersécurité, à la suite d’une série de cyberattaques visant des réseaux d’approvisionnement en eau locaux à travers le pays. Le document décrit cette technologie comme “à la fois un amplificateur et un catalyseur des risques et des opportunités”, mais attribue en fin de compte la responsabilité des risques liés à l’IA aux laboratoires qui développent des modèles avancés. “Bien que les laboratoires soient en dernier ressort responsables des risques et des opportunités que leurs modèles amplifient et accélèrent, le rôle du gouvernement fédéral est de prendre conscience de cette période de changement et de la comprendre, ainsi que de faire respecter les lois de notre nation afin que les principes fondamentaux de notre République soient préservés et promus”, peut-on lire dans le document. 5 takeaways from Kemi Badenoch’s fighty Tory conference speech
BIRMINGHAM, England — Kemi Badenoch used her rare moment in the spotlight Wednesday to promise “a fight coming in British politics; a fight that we have not seen in this country for more than half a century.” Britain’s opposition Conservative leader, speaking at the close of her party’s annual conference in Birmingham, started as she meant to go on. She attacked Prime Minister Andy Burnham’s Labour Party and her right-wing rivals, Nigel Farage’s Reform UK. It was a speech more about positioning the Tories in a five-party system than about policy. What little she did announce was also about positioning. Badenoch’s flagship pledge was to abolish inheritance tax on a person’s main home, which is currently set at a threshold of £500,000 (or £1 million for a married couple). It will overwhelmingly benefit the wealthiest families — but it’s part of Badenoch’s argument about being unashamedly Tory and pursuing growth. On her own terms, and those of her members, Badenoch is seeing the conference as a success. This time last year her own party was muttering about her future; now it is united in pursuing a victory at the next general election. Whether she can achieve that victory is another question. POLITICO’s Poll of Polls puts the Conservative Party on just 18% in a general election (due by 2029), beneath its historic low in 2024, and behind Reform on 22% and Labour on 26%. POLITICO crunched the five biggest takeaways as Tory conference closed. 1) ‘Unite the right’ looks dead and buried With most polls projecting a hung parliament, the shape of Britain’s next government could be decided by one thing: whether the Tories are willing — or able — to form a pact with the rival right-wing party Reform UK. Badenoch’s speech suggests that they are neither — and made it personal. Badenoch, the first Black leader of a major U.K. political party, took aim at Reform politicians and outriders who have questioned if non-white Brits with foreign heritage can be classed as English. “I don’t want to explain to my son when we’re watching our brilliant England team play football that some people don’t think our black players are English,” she said. “We must not let these people take us backwards. That is not the country we are … I am black. I am British. I am proud of my country.” She added: “To those who say unite the right: We are not uniting with that.” At the same time, her party is clearly turning its head to middle-class “shire Tories” in the south of England who switched to the Liberal Democrats in 2024. Some of the key policies announced this week — such as state-subsidized childcare for workers earning more than £100,000 a year, and scrapping inheritance tax on multi-million-pound family homes — will benefit wealthier voters in London and the south. That is a very different voter coalition to the industrial heartlands in northern England, where low-income voters have turned to Reform. “None of our voters would benefit from this tax cut for the 2%,” boasted one Reform aide of the Tory inheritance tax policy. “They’ve abandoned going after our voters.” (Tory aides insist they have policies to win back both groups.) So could Badenoch’s Conservatives form a pact with any other party? The jury’s out on that. She spent little energy criticizing the hard-right Restore Britain – which could aid her party by splitting Reform’s vote – but Restore’s tally of seats at an election would be minimal.  And while the Tories governed with the centrist Liberal Democrats in 2010, both sides remain scarred from that. Meanwhile, Burnham has already laid out what sounded like a coalition pitch last week, when he argued for closer ties with the EU and electoral reform. Shadow Minister for Policy Renewal Neil O’Brien told a fringe event: “Not since Marilyn Monroe stood on that hot air vent and let her skirts billow have I seen such a ‘come hither’ gesture.” 2) Attack-dog Badenoch is in a fight of ideas Badenoch’s speech focused overwhelmingly on attacking her rivals and creating clear space between her party and theirs. Burnham was the “Paddington Bear prime minister who hopes our problems go away”; Tory defector Robert Jenrick was part of an “export boom of drama queens going to Reform”; the Green Party was guilty of “disgraceful antisemitism”; some Reform politicians are “measuring up the curtains for their prison cells.” Her autocue even instructed her to give “side eye” when mocking Farage’s ally George Cottrell, whose links to the Reform leader have come under scrutiny. It was a deliberate contrast to Burnham’s speech last week, which avoided naming his rivals. In a five- or six-party market, the two leaders are taking opposite approaches to make themselves stand out: Burnham wants to rise above the melee while Badenoch thew the hardest punches. They are united, though, in seeing politics as a battle of ideas — unlike former PM Keir Starmer, accused of focusing more on process than vision. Badenoch spent more than two months personally writing a 95-page treatise on her ideas about the future, “The Right Way.” She unveiled it on the conference’s first day; extraordinarily, it didn’t leak. Badenoch also wants to cut through by presenting her party as the voice of fiscal responsibility and defense. The Tories announced what they said would amount to £13 billion a year in welfare cuts on top of £23 billion announced last year. “Our country is running out of money. Almost every other problem flows from this,” said Badenoch. She added her party would end the “delays” and approve a third runway for Heathrow Airport (though the exact process for this was not clear), halve the 15 percent rate of employers’ national insurance for under-25s and overturn the Labour government’s reforms to employment rights. The Conservatives are banking on Burnham’s star falling after the Oct. 28 budget and a difficult spending review next year, in which he will have to set out whether Britain spends 3% of its GDP on defense by 2030.  A shadow cabinet minister, granted anonymity to speak frankly, said: “It’s a make-do-and-mend budget; they’ll get through that — but they can’t get through the spending review. [Former Chancellor] Rachel [Reeves] left them a bomb primed to explode.” 3) There are still some no-go areas for the Tories The ideological chasm being opened up between Badenoch and Burnham is forcing the Conservatives onto uncomfortable territory. Burnham used his own conference speech to open the door to a possible return to the EU, but Badenoch was clear she didn’t want to take the bait. “He [Burnham] wants to reopen the Brexit debate. Can you imagine having to go through that again?” the Tory leader said. “So much time lost arguing with ourselves, arguing with the EU, going round and round in circles, businesses not knowing whether they should invest. He wants to do it all again. I think that is a terrible idea.” Public opinion has shifted in the decade since the EU referendum, which was triggered and implemented by the Conservatives. Renegotiating any new deal with Brussels will be a headache for Burnham and stacked with peril, but it’ll also serve as a reminder of what the Tories — and veteran Brexit campaigner Farage — delivered for the country. Veteran Euroskeptic MP Bernard Jenkin was even blunter at a fringe event: “Do not defend Brexit. Brexit is toxic with the voters.” The other big divide that Burnham opened up is on social care. He wants to fund a “national care service” for the elderly in part by changing the “triple lock” on state pensions. That lock is cherished by many on the right — but there are also the small-state realists who want it axed to curtail the ballooning welfare bill. POLITICO reported that shadow cabinet ministers are debating not coming up with their own substantive offer on how to fix the care system. “The Tories are ducking the big issues facing our country and instead of showing leadership, Kemi Badenoch is happy to fail a whole generation of older people who have contributed to society all their lives,” Labour Party chair Bridget Phillipson responded. Whether or not the Tories want to talk about these issues, their rivals will try to ensure they have no choice. 4) The Tories are definitely ready for an election … honest The Conservatives are living in constant fear of Burnham calling a snap election. Despite the prime minister insisting he won’t trigger a vote until 2029, Tory figures know it’s within the PM’s gift to go to the polls whenever it suits him best. The right is deeply divided and Burnham may want to seek his own mandate instead of serving out predecessor Keir Starmer’s stifling manifesto. That could catch the Conservatives on the hop. Badenoch’s top team privately feared that Burnham would announce an election in his conference speech last week, said three senior figures with knowledge of the conversations. That didn’t happen, but it underlines the anxiety the Tories are living under.  Badenoch’s team pulled together a draft manifesto after some “highly stressed” conversations over the summer, said a second shadow cabinet minister. It now sits waiting in a Word document ready to go in case of emergency.  Would-be candidates are already trooping into the party’s new headquarters in Westminster for regular assessment days, while Badenoch’s senior team is holding an election planning meeting once a week on a Wednesday afternoon, a person with knowledge of it said. “We are ready for an election whenever it’s called,” Badenoch insisted on Wednesday. “We will need many more talented people in the next parliament. People who have had successful careers outside Westminster, not just people who know how to talk a good game, people who know how to get stuff done.” But deep down the Tories know they’ve got some way to go to be fully prepared. One party activist told POLITICO a mere 17 campaign managers are in post, despite around 80 being needed for a full-strength election battle. “If we have an election tomorrow we’re f*cked,” they added. (A Tory official said further recruitment would start shortly.) 5) It’s still the Kemi show “We are under new management. There’s a new captain. There’s a new coach. There’s a new owner, effectively, which is all me,” is how Badenoch put it to GB News. There’s a reason why she’s taking the “all me” approach. Badenoch easily out-polls her own party, which was unceremoniously dumped out of power by the electorate two years ago. “The party is a drag on Kemi,” as a third shadow cabinet minister put it.  Badenoch knows she must deflect some of that shine onto her colleagues. That’s why they were introduced, if somewhat awkwardly, in a parade into the hall before her speech — where she name-checked ministers who she said had helped trigger government U-turns. At the same time, the party still feels a need to apologize for the failures that littered its 14 years in power. O’Brien made that point at one event on the conference fringe, arguing that the Tories failed to build enough prison places, failed to “stop the boats” and failed to deport illegal immigrants sufficiently. The mission, said O’Brien, is to show “that you are serious, that you are different, and it’s not just another round of bullsh*t ‘hope again’ and fantasy … I feel seared by our experiences in government last time round. After we left, I felt a profound sense of disappointment and frankly shame.” Badenoch put it best in her speech, where she insisted voters are at least peering through the shop window at the Tories. “They like what they see,” she said, “but let’s be honest: not enough of them are buying yet.”
