Lithuania, officially the Republic of Lithuania, is a country in the Baltic region of Europe. It is one of three Baltic states and lies on the eastern shore of the Baltic Sea, bordered by Latvia to the north, Belarus to the east and south, Poland to the south, and the Russian semi-exclave of Kaliningrad Oblast to the southwest, with a maritime border with Sweden to the west. Lithuania covers an area of 65,300 km2 (25,200 sq mi), and has a population of 2.9 million. Its capital and largest city is Vilnius; other major cities include Kaunas, Klaipėda, Šiauliai and Panevėžys. Lithuanians are the titular nation, belong to the ethnolinguistic group of Balts, and speak Lithuanian.

Berechenbare Risiken – unberechenbare Politik? Warum Deutschland jetzt aus Worten Gesetze machen muss
In der Ökonomie gibt es eine fundamentale Unterscheidung, die für das Verständnis unternehmerischer Entscheidungen zentral ist: Das Risiko und die Ungewissheit. Risiko lässt sich berechnen, einpreisen, managen. Man kennt die Spielregeln – auch wenn man nicht weiß, wie das Spiel ausgeht. Ungewissheit hingegen entzieht sich jeder Formel, weil sich die Spielregeln selbst immer wieder verändern. Dr. Daniel Steiners, © Roche Pharma AG Wer neue Technologien entwickelt, Produktionskapazitäten aufbaut und langfristige Zukunftsprojekte anstößt, ist bereit, Risiken einzugehen. In kaum einer Branche zeigt sich das deutlicher als in der forschenden Pharma- und Biotech-Industrie. Denn bis ein neues Medikament bei Patientinnen und Patienten in der Versorgung ankommt, vergehen 10 bis 15 Jahre milliardenschwerer Forschung und Entwicklung. Und die Wahrscheinlichkeit, auf dem Weg zu scheitern, liegt bei über 90%. Mit diesem Risiko können wir umgehen. Es ist fester Bestandteil unseres Geschäftsmodells, das auf Innovation ausgerichtet ist. Es ist auch Voraussetzung für die bahnbrechenden Fortschritte, die in der Medizin in den letzten Jahren erzielt wurden. Was Zukunftsentscheidungen jedoch lähmt: Ungewissheit durch politische Sprunghaftigkeit. Wer Zukunftsversprechen formuliert, im Alltag der Gesetzgebung aber vor allem den Rotstift an Innovation und Fortschritt ansetzt, konterkariert jegliche Industriepolitik und erstickt Vertrauen im Keim – da hilft das stärkste Signal nicht mehr. Genau diese erleben wir in der politischen Diskussion zuletzt zu oft. Genau diese Sprunghaftigkeit haben wir als forschende Gesundheitsindustrie in Deutschland in den letzten Monaten in aller Deutlichkeit zu spüren bekommen. Auf der einen Seite ein ambitioniertes Bekenntnis zum Pharmastandort Deutschland im Koalitionsvertrag – eine Pharmastrategie unter der Regie des Bundeskanzleramtes. Ein starkes Signal! Auf der anderen Seite dann aber gravierende Eingriffe in bestehende Spielregeln. Eine Gesetzgebung, die einzig und allein darauf abzielt, wieder einmal Finanzlöcher auf Seiten der Kassen zu stopfen – maßgeblich auf Kosten der Industrie durch künstliche Preisdeckel und Zwangsrabatte. Wer Zukunftsversprechen formuliert, im Alltag der Gesetzgebung aber vor allem den Rotstift an Innovation und Fortschritt ansetzt, konterkariert jegliche Industriepolitik und erstickt Vertrauen im Keim – da hilft das stärkste Signal nicht mehr. Ein gefährlicher Dominoeffekt Wenn Vertrauen schwindet, explodiert ein Industriestandort nicht mit einem lauten Knall. Vielmehr setzt eine leise Kettenreaktion ein, bei der ein Dominostein den nächsten umwirft. Und klar ist: Die ersten Steine des Gesundheits- und Forschungsstandorts Deutschland sind längst gekippt – mit direkten Folgen für Wirtschaft, Versorgung und Sicherheit: Abfluss von Risikokapital: Milliardenschweres Risikokapital ist global mobil und fließt in jene Märkte, in denen Innovation ein erfolgreiches Geschäftsmodell sein kann. Schon heute vereinen die USA über 50 Prozent des weltweiten Pharmamarktes auf sich, auf Deutschland entfallen lediglich 4-5 Prozent. Mit Regulierung, die Innovation entwertet, verliert Deutschland weiter an Attraktivität und private Investitionen fließen in Zukunft noch häufiger in jene Märkte, die mit strategischer Konsequenz innovationsfreundliche Rahmenbedingungen schaffen. Verlust an Forschung und Innovationskraft: Wo Kapital abwandert, schrumpft auch die wissenschaftliche Substanz. Der europäische Anteil an der globalen Pharma-Forschung ist in den letzten Jahrzehnten drastisch von über 40 auf knapp 30 Prozent gefallen; der Anteil an klinischen Studien hat sich binnen einer Dekade auf 9 Prozent halbiert. Auch Deutschland ist längst zurückgefallen: Im Global Innovation Index der WIPO zählen wir erstmals nicht mehr zu den zehn innovationsstärksten Volkswirtschaften der Welt. Gefährdung der medizinischen Versorgung: Ein Markt, der Innovation nicht fair honoriert, ist unattraktiv für medizinische Durchbrüche. Schon heute sehen wir, dass Deutschland seine Rolle als globaler Versorgungspionier verliert: Jedes dritte in den USA neu zugelassene Medikament erreicht Patientinnen und Patienten in Deutschland nicht mehr. Besonders alarmierend: Bei zwei Dritteln dieser Therapien handelt es sich um Präparate mit anerkannt hohem Innovationsstatus. Verlust von Souveränität: In Zeiten geopolitischer Umbrüche und fragiler Lieferketten sind medizinische Schlüsseltechnologien längst zu einer Währung für nationale Resilienz geworden. Wer Forschung und Produktion im eigenen Land vernachlässigt, gibt Handlungsspielräume auf und gerät bei der Versorgung der eigenen Bevölkerung in gefährliche Abhängigkeiten. Chance auf einen Perspektivwechsel Zukunftsfähigkeit, Innovationskraft und Souveränität lassen sich nicht durch kurzsichtiges Flickwerk verteidigen. Um den Dominoeffekt, der unseren Gesundheitsstandort erfasst hat, zu stoppen, braucht es jetzt ein Umdenken; weg von Verteilungsdebatten hin zu einem verlässlichen Bekenntnis zu Innovationen. Erstmals wird medizinischer Fortschritt nicht mehr einseitig von der Kostenseite gedacht, sondern daran gemessen, was die forschende Gesundheitsindustrie durch Forschung, Entwicklung, Produktion und hochwertige Arbeitsplätze für unser Land leistet. Dazu gehört auch, dass wir uns ehrlich machen: Die finanzielle Schieflage der Kassen entsteht durch strukturelle Ineffizienzen im System, nicht durch medizinischen Fortschritt. Ganz im Gegenteil: Innovative Medizin ist kein Kostenfaktor, sondern eine Investition in die Zukunft. Der konsequente Einsatz modernster Diagnostik, digitaler Prozesse und innovativer Therapien könnte schon heute jährlich über 40 Milliarden Euro freisetzen – direkt im Gesundheitssystem und indirekt als positiver Effekt auf Wirtschaft, Wachstum und Wohlstand. Die Politik hat jetzt die Chance, einen Perspektivwechsel einzuleiten. Eine Expertenkommission hat jüngst konkret vorgeschlagen, wie Unternehmen, die in Deutschland investieren, von einem Teil – wohlgemerkt: nur einem Teil – jener zusätzlichen Belastungen ausgenommen werden können, die mit dem GKV-Beitragssatzstabilisierungsgesetz eingeführt wurden. Diese Vorschläge zur Verknüpfung des Herstellerabschlags mit einer sogenannten Standortklausel liegen nun auf dem Tisch. Und sie sind schon bemerkenswert: Erstmals wird medizinischer Fortschritt nicht mehr einseitig von der Kostenseite gedacht, sondern daran gemessen, was die forschende Gesundheitsindustrie durch Forschung, Entwicklung, Produktion und hochwertige Arbeitsplätze für unser Land leistet. Ein Ansatz, der Industriepolitik, Sozialpolitik und Geopolitik endlich zusammendenkt. Denn erst dann sendet die Bundesregierung die notwendige politische Verbindlichkeit. Dabei wird uns keineswegs etwas geschenkt: Die Kassen werden mit einem erhöhten Herstellerabschlag von 15,5% weiterhin auf Rekordniveau durch die Industrie gestützt – Unternehmen, die nachweislich vor Ort Werte schaffen, Arbeitsplätze sichern und Forschung verankern, erhalten lediglich die Chance, die zusätzlichen Belastungen zu reduzieren. Das ist kein Geschenk – sondern die Korrektur einer massiven Fehlsteuerung. Eine vorausschauende, ressortübergreifende Standortstrategie hätte von vornherein auf positive Anreize gesetzt, statt bestehende Strukturen zu schwächen. Umso wichtiger ist es, dass daraus nun schnell ein wirksames, unbürokratisches Gesetz wird – und dass weitere Schritte folgen. Denn erst dann sendet die Bundesregierung die notwendige politische Verbindlichkeit. Denn milliardenschwere Investitionsentscheidungen in die Zukunft Deutschlands folgen keinen Kommissionspapieren – sondern verlässlichen Taten, die die Grundlage für eine Pharma-Strategie werden können, die Deutschlands Wettbewerbsfähigkeit wiederherstellt und den internationalen Herausforderungen gerecht wird.
