Lithuania, officially the Republic of Lithuania, is a country in the Baltic region of Europe. It is one of three Baltic states and lies on the eastern shore of the Baltic Sea, bordered by Latvia to the north, Belarus to the east and south, Poland to the south, and the Russian semi-exclave of Kaliningrad Oblast to the southwest, with a maritime border with Sweden to the west. Lithuania covers an area of 65,300 km2 (25,200 sq mi), and has a population of 2.9 million. Its capital and largest city is Vilnius; other major cities include Kaunas, Klaipėda, Šiauliai and Panevėžys. Lithuanians are the titular nation, belong to the ethnolinguistic group of Balts, and speak Lithuanian.

L’UE accusée de dissimuler l’impact environnemental des datacenters
Une plainte déposée lundi contre la Commission européenne dénonce l’opacité de l’UE sur la consommation d’énergie des centres de données. Dans le détail, cette plainte déposée cette semaine par Lighthouse Reports, comme l’a révélé POLITICO, accuse l’exécutif européen d’avoir mis en place des règles empêchant le public de connaître la consommation d’énergie et d’eau de chaque datacenter. Cette action en justice intervient alors que l’opposition ne cesse de croître à travers l’Europe contre ces centres de données énergivores, indispensables au fonctionnement de l’intelligence artificielle, et alors que les prix de l’énergie sont en hausse. Lighthouse Reports, une ONG basée aux Pays-Bas qui mène des enquêtes dans plusieurs pays sur de potentiels méfaits commis par des gouvernements et des entreprises, accuse la Commission d’ériger un “mur du silence” autour de la question de la consommation d’énergie. Les décideurs politiques de l’UE seraient déterminés “à refuser ou à dissuader l’accès aux informations relatives aux performances des centres de données, et à en brouiller la compréhension”, peut-on lire dans la plainte déposée au titre de la Convention d’Aarhus, un traité international juridiquement contraignant qui garantit au public le droit à l’information et à la participation aux décisions en matière d’environnement. Cette procédure affrontera son premier test en novembre, lorsque le Comité d’examen du respect des dispositions de la Convention d’Aarhus se réunira pour statuer sur sa recevabilité. Par la suite, la Convention d’Aarhus pourrait conclure que l’UE a manqué aux obligations qui lui incombent en vertu du texte. Contactée par POLITICO, la Commission n’a pas répondu à notre demande de commentaire. Des gourmands en énergie Alors que l’essor de l’intelligence artificielle entraîne une hausse de la demande énergétique, l’UE a officiellement annoncé son objectif de tripler la capacité de ses centres de données dans les années à venir, afin de rester dans la course face aux Etats-Unis et à la Chine. Parallèlement, face à la hausse des prix de l’énergie, la contestation citoyenne contre les centres de données prend de l’ampleur à travers l’Europe. Afin de limiter l’impact environnemental, la Commission a présenté la semaine dernière un nouveau label de transparence destiné à orienter les investissements vers des installations plus respectueuses de l’environnement ; des normes minimales de performance devraient suivre. “Si nous ne veillons pas à ce que ces grands consommateurs d’énergie respectent bel et bien nos objectifs généraux […] ils risquent alors de compromettre notre capacité à atteindre nos propres objectifs”, avait alors déclaré Dan Jørgensen, le commissaire européen chargé de l’Energie, dans une interview accordée à POLITICO. Selon les chiffres de la Commission, les centres de données européens ont consommé 20,7 térawattheures d’électricité — soit à peu près autant que la consommation totale de la Croatie — et plus de 8 millions de mètres cubes d’eau en 2025. Cela représente une augmentation de 26% de la consommation d’électricité et de 52% de la consommation d’eau par rapport à 2024. Mais ces chiffres ne reflètent pas complètement l’utilisation réelle du secteur, car ils résultent de données incomplètes recueillies par l’exécutif européen. Ces données n’ont été publiées que sous forme agrégée, conformément à une loi de 2024 interdisant à Bruxelles et aux Etats membres de divulguer “toutes les informations et tous les indicateurs clés de performance relatifs à chaque centre de données”, après un lobbying des géants de la tech, qui invoquaient des intérêts commerciaux. Diego Solier, un député européen conservateur qui travaille au projet de législation européenne visant à renforcer les capacités numériques du continent, considère que l’expansion des datacenters en Europe doit s’accompagner d’informations fiables destinées aux citoyens et aux décideurs politiques concernant la consommation d’énergie et d’eau. “La transparence devrait être le point de départ”, a estimé Diego Solier, qui n’a pas souhaité s’exprimer sur la plainte elle-même — elle n’avait pas encore été rendue publique. “En même temps, la transparence doit être proportionnée et ne devrait pas obliger les entreprises à divulguer des informations vraiment sensibles sur le plan commercial.” Le droit de savoir Selon Lighthouse Reports, la Commission “porte la responsabilité principale [d’avoir] empêché le public de prendre connaissance des effets de l’expansion massive des centres de données en Europe”, en permettant aux opérateurs de garder secrets les détails de leur consommation et d’échapper ainsi à tout droit de regard — en violation de la Convention d’Aarhus, ratifiée par l’UE en 2005. Après avoir tenté en vain de contraindre la Commission et les gouvernements nationaux à divulguer les données dont ils disposent, Lighthouse Reports les accuse de se retrancher à tort derrière des clauses d’exemption. “La Commission se trouve au sommet d’un système de non-divulgation qui englobe la grande majorité de l’UE”, écrit l’ONG. “Privilégier le secret commercial au détriment du droit de savoir des citoyens érode la légitimité et entame encore davantage la confiance.” Les nouvelles mesures visant à renforcer la transparence, notamment un système de notation vivement critiqué par les organisations professionnelles, ne suffisent pas à redresser la barre, ajoute Lighthouse Reports. A partir de l’été prochain, ce système imposera aux opérateurs d’évaluer leur efficacité énergétique, leur consommation d’eau et leur recours à l’énergie propre sur une échelle allant d’A à G. Cependant, l’ONG fait valoir que ces règles ne révèlent toujours pas la consommation énergétique totale ni d’autres indicateurs clés permettant d’évaluer correctement l’empreinte carbone de ces infrastructures. “Le fait de privilégier les ratios plutôt que les chiffres réels de consommation ne repose sur aucune contrainte technique ; il s’agit d’un choix qui favorise les intérêts du secteur au détriment de l’intérêt général”, argumente Lighthouse Reports dans sa plainte. ‘No way they can beat us’: Rutte rebuffs Russian nuclear threats to NATO
BRUSSELS — NATO Secretary-General Mark Rutte on Wednesday issued a strong rebuke to Russia after Moscow sent a letter to the alliance threatening nuclear escalation over NATO activity near its border. “We had to reply and make clear to [Russia] that NATO is a defensive alliance … and stop the war in Ukraine and stop the nuclear threats because it’s not helpful,” Rutte said at a security summit in Brussels. “NATO is so much stronger than Russia is, so there’s no way they can ever beat us.” “The best way to deal with this is to have a little bit of calm,” he added. “That’s the message: calm, carry on, keep the support for Ukraine going — that’s how we deal with it.” Rutte’s unusually strong remarks underscore the growing tensions between Moscow and NATO countries as hybrid attacks and Russian-linked sabotage proliferate across Europe. In recent days, Russia’s embassy in Belgium sent NATO a note alleging the alliance was displaying “reckless and irresponsible” behavior near its Kaliningrad exclave, following alliance exercises involving several reconnaissance planes, ground forces and fighter jets near the region, which is between Poland and Lithuania, last month. “We have emphasised that Russia possesses the necessary means to repel any potential aggression and is prepared to deploy its entire arsenal to defend its territory should NATO countries attempt to isolate the Kaliningrad region from the rest of our country,” the embassy wrote on social media. In its letter to NATO, Moscow explicitly mentions the use of its nuclear arsenal and issues specific threats to hit allied territory, according to one NATO diplomat briefed on the letter, who was granted anonymity to speak freely. NATO has sent a note back to Russian officials in response, the alliance’s spokesperson Allison Hart confirmed. “We have sent a response, noting that NATO is a defensive Alliance and none of our activities or exercises pose a risk to any part of Russia,” she said in a statement. “We strongly denounce the threat of force, including any irresponsible nuclear rhetoric.” Inside NATO, some allies are dismissing the threat. “Our reading is that they want to intimidate allied public opinion so that allies stop supporting [Ukraine], while, at the same time, presenting NATO as the one that would be responsible for an eventual escalation,” said the same NATO diplomat cited above. “Textbook Russian propaganda.” “Russia always accelerates when it’s the most guilty or when [it] loses,” said a second alliance diplomat. “So they are cornered now and they transfer the blame on NATO.” Russia’s embassy to Belgium didn’t immediately respond to a request for comment.
